Last weekend the opposition parties intended to demonstrate to the State House for what they termed as their “demand for a level playing ground”. They called off the demo which would have coincided with the Great Lakes Peace Conference. Would it have been proper for them to demonstrate?

NO. It would have been improper for the opposition to demonstrate. As the objective of the demo was to portray their dissatisfaction regarding the local government polls, they could have done it earlier or later, but not during the conference. Tanzania is reputed for its culture of peace and a demonstration would have bleached, to a certain extent, that reputation. It is always wise to consider the patriotism of a state and regional integrity.

YES. It would have been proper for the opposition to demonstrate during the peace conference. In fact they would have received much publicity and recognition. This is why most demonstrators demonstrate when significant events are taking place. There is no law that stipulates when and where people should demonstrate, rather demos can be held when their objectives can be achieved. However, it is more advisable to substitute demos for dialogues.

YES. I think the opposition had a right to demonstrate amid the Great Lakes Peace Conference. This is because the local government polls which were the focus of the demo had a lot of irregularities. The opposition had to go to court to get their right, failure to that, injustice could have prevailed. It is only through pressure, that rights can be achieved. So a demonstration would have been just one way of pressuring, hence for justice to prevail.

NO. It would have been too improper for the opposition to demonstrate. As the reason of the demonstration was known, so it would have been better for them to decide to demonstrate as a last resort. President Benjamin Mkapa whom they wanted to go and see at the State House was busy with the conference preparations, so he deserved to be given more time before meeting with the opposition leaders. I think demonstrating at that time would have been a ‘punishment’ for the ruling government, which is not fair.
