It is now more than a
year since City Water took over from DAWASA. During the said period, the
situation has moved from bad to worse. Do you think things might improve if City
Water is given more time?
NO. Already City Water has been managing the water services in Dar es
Salaam for over a year. What they have done is very little. I must say that
DAWASA was far better than the new managers. DAWASA used to have some problems
but not big ones; such as delayed water bills, petty corruption, and tampering
of meter readers to mention a few. But areas such as Kinondoni, Regent Estate
and the adjacent areas never experienced water shortages with DAWASA in charge,
now the reverse is the case.

NO. That the water services in the City under City Water will improve is
far fetched. The new managers started on a wrong footing by imposing water
rationing in some areas of Dar es Salaam. That was a clear indication that City
Water could take years before completely eradicating the water problem. On the
other hand, solving a problem needs research and study. I doubt if these
managers did any intensive study before being awarded the lease tender.

YES. Given more time, City Water is going to ensure that water hitches in
Dar es Salaam come to an end. The problem which is taking City Water a step back
is the warn out water infrastructure which burst after the installation of new
powerful pumps the pipes. From the beginning, City Water promised a lasting
solution, but it won’t come in a fortnight. It is my belief that after some
years, Dar es Salaam residents will be able to enjoy flowing water at all times.
It is a matter of time.

NO. I am pessimistic if City Water would be able to improve the water
service in Dar es Salaam. Taking into account that the World Bank promised
improved water services and made the promise through a Tsh. 143 billion loan,
City Water has practically failed to show any signs that the situation will
improve. I am sometimes convinced that City Water is not serious in the water
project; instead it has some other more serious projects.
